If experience shows that the companies

affected by the Order-in-Council of 1919 will be able, with-

out hardship and without damage to legitimate interests,

either to comply with the Order-in-Council or else to

abandon any claim to British charseter, then my apprehen-

sions will be happily falsified and I shall be prepared to

withdraw my objections.

I raised the question of policy tentatively

in par«graph 15 of my despatch above referred to. 1 certain ly do not support the argument, wherever it may be found,

that it is desirable for purposes of advertirement, politi-

cal prestige and revenue, thet se should encourage the use

of the British name by concerns mainly alien, but the ques-

tion of shipping companies is « difficult one, and it

undoubtedly is in advantage in time of my to have so many ships as possible under the British flag. The GermBA

interest in the Phranang (tenschip Co.,Ltd., referred to by

Sir Crerard Fraser, was disposed of by the liquidators

appointed by Sir Henry day in kovember, 1914, and the ship

itself was afterwards requisitioned by the Shipping

Controller,
